Monterey Select Board
Minutes of the meeting of 10/6/08

Meeting Opened at: 4:00pm
Select Board Members Present: Wayne Burkhart, Chairperson, Scott Jenssen and Jon Sylbert
Also in attendance for parts of the meeting:  Sue Protheroe for the Monterey News, Tom Smith of National Grid and Christopher Blair (Conservation Commission)

The board met with Town Accountant, Barbara Gauthier to review the following items:
1.      Warrants were signed.
2.      B. Gauthier gave each Select Board member end of year reports.  The balance shown for the Fire Department education was questioned and B. Gauthier explained that they went over what they had appropriated and a reserve fund transfer had to be performed to cover the difference.  Discussions took place regarding the money spent to date on plans for the salt shed and whether or not that should’ve been a separate line item at a town meeting.
3.      Free cash was certified at $337,000
4.      B. Gauthier asked if the Board members would be available on Tuesday, November 11 to sign the warrants since the Board would not be meeting on Monday, November 11th.

Miscellaneous Select Board Items Reviewed:
1.      The minutes from 9.29.08 were approved as amended.
2.      The Board reviewed their mail which included a postcard about the Mt Everett High School Government hosting a debate on Thursday, October 30th for the school committee candidates.  Time and details to be announced at a later date.
3.      The Board met with Tom Smith of National Grid to discuss energy saving options/programs available to the Town of Monterey.  There are numerous programs available for all sizes of municipalities.  One of interest is a small business program that has an auditor come out and identify areas where energy can be saving and National Grid will then pay 70% of the total costs to implement.  He will be sending a packet of information to M. Noe for the Board to review.
4.      Christopher Blair came in to talk about drawdown.  Chris stated that the Conservation Commission has been very pleased to date with the Town’s performance in handling the drawdown (specifically M. Forbes and his direct involvement).  Chris reviewed the list of concerns that M. Forbes had with the new Order of Conditions and informed the Select Board that it was written to give M. Forbes as much flexibility and authority as possible; i.e. if M. Forbes knows that a hurricane is coming he can lower the level, etc.
5.      The Board agreed (and confirmed via telephone with Linda Thorpe) that Trick or Treating will be allowed in Monterey on Friday, October 31st from 5-7pm.
6.      The Board would like B. Gauthier to come to their October 27th meeting at 4pm.  M. Noe will pass along the request.
7.      The Board wrote a letter to the Secretary of Transportation regarding the salt shed and the monetary assistance Monterey is requesting from the State to have it built.
8.      There will be no meeting next Monday, October 13th in observance of Columbus Day and the Town Offices will be closed.

A motion was made and unanimously approved to adjourn the meeting at: 5:55pm
